People who put used toilet paper in the trash instead of the commode

Basement restroom stall at a courthouse has, for some reason, an open top trashcan in it. As you go inside the stall to get to the commode, you have no choice but to see inside the trash can. Some f'er put his post-wipe TP into the trashcan rather than the toilet, nicely placed where it was readily visible. It was nauseating.
I know a lot of people don't flush (I guess they are proud of their work), but this is ridiculous.
I'm just grousing. Yea, I know, trashy parish.
I feel sorry for the custodian.

People who are from countries with poor sewage systems are taught to do that.
The can is probably there because the shite paper kept being thrown on the floor.

In some countries....septic systems aren't able to handle toilet paper being flushed down them...so it's common practice to put the toilet paper in the trash instead. Maybe that person is from a country like that and is just used to doing it out of habit?

My dad has a houseboat where the toilets can't take toilet paper. I refuse to use them to take a dump.

Usually it is people from 3rd world countries that do that.
Because where they are from, the paper will clog the sewage system, they never break the habit.

This is the correct answer.
I've done some traveling in such countries and once you get away from the major cities you basically have to do this, if you don't the toilet stops up within a day or two.
Had a roommate once from one of these countries and he did this all the time, pissed me off quite a bit until I figured it out. Eventually he learned it was okay to flush in the good old USA.
