People scrapping appliances/metal placed curbside- legal or not?

Cops said they had to obtain permission from the homeowner or they would be arrested. I thought that if it was curbside, it was considered abandoned property. Who is correct?

I know the LP Sheriff sent out a directive that public right of way was not in effect since people need these items for insurance adjusters.

They wont ask permission, these "entrepeneurs" will just take what they want. We put a washer and dryer on the street last Monday just to get them out of the house and they were gone before we could take pictures and document them.
