I'm telling you guys, BR fricked itself so bad letting small town guys with absolutely no foresight run this town for a long arse time and now we're paying the price.

doesn't sound like complete doom and gloom. sounds like they're looking to improve the one-lane split first. that seems like the right approach--improve the split, then think about the loop.
