Why didnt they call the manager and ask if it would be ok? Seems like they were hoping to be kicked out so they could support the narrative they were hoping to tell.

Seems to me they wanted a viral social media flash mob video.
It's amazing how many people do things now just so it can get on social media. I don't think threatening to call the police at that moment was the best route to take, but then again I don't think flash mobbing at Wal Mart is the best route either.
