Is it New Years Resolutions or New Year's Resolutions?

New year resolutions.

It is a declarative; they belong to the person, not the year.

That's why it is correct. it's the reason new year's resolution is always preceded by another possessive. For example My NY's R, Your NY's R, Bob's NY's R...

you possess the resolution. "New Year" in this case is just describing the type of resolutions.

My resolution is to lose weight

is the same as

My New Year (acting as an adjective) Resolution is to lose weight.
