Obtaining a barn owl

I have been researching the licensing process to get my first owl (falconry purposes) and evidently it is illegal to own one in the U.S. What gives?

*Also, websites from the International Owl Organization to the Barn Owl Trust (U.K based organization) are oversaturated with anti-owl ownership propaganda which I found odd.

you have to apprentice under a Master Falconer for a few years before you're allowed to own a hawk.
