and it only has 28 websites.

These sites have been accessible by us for years. Notice how they are in English?

The frickup was the dns entry for all 28 sites being public. So we got to see a list of their sites. But they have all been public

In unrelated news... North Korean IT guy mysteriously dies on Monday around 10:05 PM.

Correct.

North Korea - 28 websites

GTA V - 83 websites (source)

I think it's safe to say that San Andreas is more technologically advanced than North Korea.

edit: It looks like there's even more websites in GTA IV than in GTA V.
