Kids are 12, 10, and 7 years old. The couple is in their late 30's. She's always struck me as a little odd.
Now, on the other hand, I have a female cousin who thinks sex is only for procreation. I have no idea how her husband deals with that, but they're mormons so....

Then ignore what I said. With those ages she should have enough energy left to serve her husband weekly at the least. If he's a good dude to her then this isnt right. She needs to get checked out health wise then counseling to see what the real issue is.

Yeah, they might've both lost attraction to each other or something if neither seem that bothered by it. If his wife is in her 30s and has lost interest in sex, then something else is wrong and she needs to see what is going on medically as a few others have said.

I've done a good bit of counseling with couples. Two things are always true when it comes to sex.
1. I've never met a husband that was 100% satisfied with the frequency of sex in his marriage.
2. If a couple can't come to an agreement where both are satisfied with the frequency of sex then sex is never the main issue.

Thats absurd and unreasonable. And she may not be sexing on the side yet but someone else might definitely have her attention. Thats all it takes!

There could be all kind of reasons here. Hell, my first wife pulled this shite and turns out there was someone else...boy would the OT love to hear that tale.
But back to the issue at hand... How much effort does the OP put in to turn this around ? 3 kids are a handful. Do you offer any help ? Does the wife work outside the home ?
Maybe a little effort on the husband's part can pay some dividends here.
If that doesn't work it may be time for an arrangement.
