New protest law: would you be for it

If you want to protest, fine do it peacefully and organized but if it turns to a riot what if there was a law that said, "if you are caught rioting you are financially responsible for the damaged so it they arrest 1,000 people and all the damages are say 10 million they split the 10 million among the 1,000 arrested. Oh and if your on a federal subside we will deducted it from your check, or your parents check! Thoughts

I mean you should be financially responsible for the damage you personally cause but not the damage that others cause at all. I don't see how that is any different than laws currently on books. I don't think I like at all laws geared to discourage freedom to protest or freedom of speech.

ETA: As others have said it isn't like rioters are law abiding citizens that are known to own up to fines and penalties anyway. You would just be discouraging those who were playing by the rules anyway.

It's practicaly unworkable. Most rioters would be judgment proof inherently. If you stripped their welfare or food stamps, how do you think convicted looters and rioters would respond? Realistically, it's not deciding to eat ramen noodles once a day. And then, you would be holding a guy who kicks over a mailbox liable to the same extent as one who burns a building, which is not fair either way
