Obvious answer is call the cops, they'll take care of it.

You can also buy an ultrasonic anti bark contraption to hang on the fence.

The dog doesn't stop you from talking to them at another time if you're worried about being around the dog. My point is to try a little honey before vinegar or whatever the saying is.
