I did my International Business Internship in China. The Chinese are incredibly racist but to their credit it's not just blacks. They hate everybody. Blacks, Whites, Asians and even other Chinese. We'd have to hide our black counterparts in alleys or within our group just to heil a cab and then rush them in. We had one cab try to take off while our black friend was trying to get in.
I found their dislike of other Chinese fascinating, your hometown/province means a lot to them. They regard the inland western provinces in much the same way we all ridicule Alabama but in many cases they genuinely hate them.
While the commercial is certainly racist by our standards you've got to remember that socially these people are a century behind the rest of the modern world.

Yet if the commercial used the same concept but used a goofy, slightly overweight white husband and turned him into a young ripped male model it would just be comedy.
