Is it illegal to drink and drive on the beach? Obviously no speed limit on the beach.

Yea big time.
I know folks that will put little babies in those wagons for a nap and be a couple feet away with their slightly older kids playing in the sand. They typically have a big umbrella for shade and such but this dude probably would have hit the umbrella too. Scary stuff.
