Louisiana land based casino law

My understanding is that louisiana law dictates that only one land based (non indian reservation) casino license can be granted.

Harrahs new orleans has that license. Is there a length of time tied to that license that ensures it will be the only one in LA? Or can the state legislature change the law at any time and issue a new land based license.

I believe Harrah's paid a hefty amount for exclusive rights to be the only land based casino.

That was such a damn fine joke. They presented that idea to the people knowing that it would be something they could do away with quickly. Not that I care as I would have welcomed several land based casinos.

I remember when they did sail, the captain could come up with pretty much any excuse to keep them at the dock.

I worked on the Belle as a cocktail waitress when they still sailed. It sucked when they sailed. Especially when you were trying to get off work before they sailed. Forced many customers to leave each time they sailed. I mean...who wants to be stuck on the ship if you aren't really winning?

Louisiana has no clue how to run gaming because they are so corrupt. There is a reason why Steve Wynn walked out of the meeting when they first brought this on.

I challenge anybody to find a boat in or out of the water at the Margaritaville complex in Bossier City.

The constitution does call it gambling. I'm not sure what you're getting at. LA Constitution

IANAL, but it reads like the legislature can change the number of licenses whenever it wants.

Maybe it's is like L'auberge in BR. It's just a big building, but apparently there are rafts/barges underneath so if the River gets to an insanely high level it will technically float.

The constitution says Gambling shall be defined and suppressed by the legislature. So to get around it, the legislature defines what happens at casinos as "gaming," instead of "gambling."

Harrahs has that privilege for 30 years. I think the casino opened in the mid 90s so they have another 15 years or so. Then the property could be given to another casino company.

But could the law be changed now to grant additional land based licenses? (Harrahs still keeps their license for the 30 year term).

The big compromise with parties who didn't want to legalize gaming in Louisiana was that all but one casino would have to be on water, and a movable vessel at that, (that eventually changed, obviously). I'm not sure if the law would change to allow additional land based casinos, harrahs put up a lot of money to be the only land based casino for 30 years. Maybe Louisiana can do like Mississippi does in tunica, just build the casino floors over large man made ponds.

Harrahs had a hard going getting a casino going in New Orleans. They were originally near the mahilia Jackson theatre and flopped there bc there bc it wasn't the best location. It wasn't until the riverside convention center became available and they moved to the base of canal and poydras.

I can't remember the exact details, but I think it was something like bringing a suitcase full of unmarked cash to the governor's office and you got a license.....

L'Auberge LC & BR are both "marine vessels" but I'm not sure what a building has to do fit under that definition.
