In Louisiana, yes. The definition of litter in the Louisiana Revised Statutes includes garbage and trash.

No. Those peels add nutrients to the soil. You're just being a good steward of the environment.

On a highway in the middle of nowhere, I don't care much. I mean, don't dump a fruit stand out there, but otherwise non issue.

In a subdivision or something, yeah...it's a problem.
