Are fruit peels thrown out the car window on the way to work considered littering? I say no since they are nature's biodegradable wrapper.

Most things are biodegradable if you give them enough time.

In Louisiana, yes. The definition of litter in the Louisiana Revised Statutes includes garbage and trash.

How'd you piss off a cop so bad he gave you a littering ticket for eating an orange?

On a highway in the middle of nowhere, I don't care much. I mean, don't dump a fruit stand out there, but otherwise non issue.
