I think you need a room key to get up there. The pool is tiny and the bar sucks. Not worth it.

All i remember was we took the elevator up to it and walked out to the pool. Granted this was late at night after drinks and blackjack but you can get up there.

Yes you do. We aren't talking about sneaking up through the service elevator. You need a key to access the pool area.

You can rent the poolside cabanas, probably without being a guest. I've never seen anyone charge or pay a "cover" just to get to the pool area.

There's someone sitting by the door to the pool area that asks for your room number and key when you walk up. Went once with someone who was comped a room and rented a cabana, and a second time with someone who was comped a cabana.
Wristbands were given to us each time. Some people went there "just to look" and were told they had five minutes and had to return.

On certain nights when the weather is nice they have a thing up there where you pay like $10 to get in. I think its only on certain nights though.
