What would be the best course of action in that scenario? Stay in the car and hope you don't sink to the bottom of a river or roll down the window and try to swim?

Yes, I'd GTFO while I could still roll the window down or open the door. If you get out, you at least have a fighting chance.

I would open the window and get out before it got up to window level. Get on top of the vehicle and ride it to the point that I could grab onto something that would lead to higher ground (tree limbs, etc.)

I can't fathom getting to that point where he is at without getting out.. water halfway up the window.
