For any of you lawyers out there.....
You're stopped at a red light. You respond to a text. Cop is next to you, pulls you over and gives you a ticket.
Technically, you were not "driving", you were stopped at a red light.
Just happened to my son in LA.

I'm NAL but if the car wasn't in park and keys were in the ignition, he was driving
