This was already stated, but it's all about what has sold in the past 12 months. doesn't matter what the appraiser thinks it's what he/she can support

Wait to buy the beach place. You can increase the value in about two months.

Get about ten neighbors in a four block radius to buy each others houses at about 125% of actual market value. Every house sells back to the original owner at the same price three weeks later.

The new comps will drive the appraisal up a lot. No money need ever change hands.

As a real estate agent/appraiser as my second job, I will tell you, honestly, there's nothing you can do. The appraiser is a third party source. Completely unbiased. Appraisers don't look at cleanliness. It's the condition of the home. Honestly, the biggest thing isn't even your house. It's what the other houses that have sold in the last 6 months that are similar sold for
