Is This Statue Offensive?

A neighbor has a bronze gorilla statue on their dock.

From 40 yards out you'd swear it's a little girl in a sun dress.

Over a few beers, other neighbors said that this is 'definitely' intended to be a racist insult.

What does the rant say?

I got one like that but instead of fishing he's holding a watermelon. Got it at the dirt mall near Yulee, Florida.
