Is This Statue Offensive?

A neighbor has a bronze gorilla statue on their dock.
From 40 yards out you'd swear it's a little girl in a sun dress.
Over a few beers, other neighbors said that this is 'definitely' intended to be a racist insult.
What does the rant say?

If you don't know that this is intentionally meant as an insult to black people, you are ignorant beyond the point of anything that I can fathom.
