Is it legal to pay blacks more for same job?

My best friend is a professor at the MUW in Columbus, MS. Recently, they interviewed two candidates, one blavk and one white. Because their faculty was majority white, the president said they had to hire the lesser qualified black candidate to avoid the room being 'too light.' Additionally, the new black employee will be the second highest paid the department because IHL pays blacks a $11,400 bonus for being black in higher education.

Is this legal?

The laws of white privilege say your friend should give up $10,000 annually of his salary to be diverted to said black's paycheck.

If this is true, I'm sure it's not straight up legal.
Every job has a salary range, therefore the director could elect to pay an employee on the high end of that scale, thus the $11,400 difference.

They probably had an affirmative action plan and the AA candidate fit the position while helping them meet their goal, thus the bonus. Legal? Yes. Fair? Nope. I had a really difficult time finding engineers in TX with a sheet metal background who were female. When I found one, she could pretty much name her salary requirement and she knew it.
