Maybe.

HWY 90 in South MS had a lot of road that was totally fine after 20 feet of water with loose Casino barges passed over them during Katrina.

I'd bet you'd be somewhat surprised how much won't be needing extensive repairs.

Of course, bridges are going to be an issue, along with any sinkholes.

I'm not sure I'd be running at that speed over flood waters (though it was probably not his first trip).
