Imposing martial law during a zombie apocalypse? Good luck, but it isn't going to happen.
For starters, when/if the dead rise and began feasting on the living, it will be straight slam your foot on the gas pandemonium in the streets. Cities are basically fricked completely with outlining rural areas having a better chance at stocking up and hunkering down...until they eventually get raided and killed by bands of marauders or ghouls.
You need the military and police force to impose such a law, but sorry to say that when something like this would go down, Joe Officer and Wally Weekend Warrior are not going to hang around and protect you. They will be focusing on their own families and their own preservation.
Any "orders" of martial law will be ignored while mass looting, rioting, and panic give way to reason, and the ranks of the dead swell quickly to outnumber the living. The first few weeks will be utter chaos and order will be gone.
(keep in mind the scenario here is a full blown outbreak that cannot be easily contained)
So all that said, best of luck with your debate.
