That's part of living by any water source. In America we put a high value on being right on top of a water source, fully knowing it could flood/damage your house. That's not going to cleric people from buying as long as they can find insurance.
I don't see why insurance would cover properties like this. It is like people who build their million dollar homes on barrier islands with unstable land.
The Haven is high but nothing looks to be in danger right now.
I saw where the area of Allendale by Cross Bayou/12 Mile got power turned off and issued a mandatory evacuation.
Im just glad they got those fricks off the side of the road on Arthur Teague.

And someone is calling in some favors from the Sheriff's office to get inmate labor on private residences...
Sheriff in Bossier brings out the inmates every time it floods. And why wouldn't he? Normally I would see your point about using inmate labor for private purposes but in this case the citizens pay for the inmates to live through property taxes. Seems fair the inmates should work to preserve the property that generates those taxes. If they were digging the guy a swimming pool or cutting his grass it would be different.

Some of the most expensive property in America is along the ocean shore lines that can frequently be damaged by hurricanes. Sometimes its just worth the risk. I'm sure they do have insurance and will probably rebuild in same area because this rarely happens.

Why the frick would you build on the RIVER side of the levee?
same in monroe on the ouachita..oh but they used stilts...which of course came loose after repeated floodings and washed the support away.
..oh and they were condos.
