I just moved back to Louisiana. Help me understand

Not a troll. I'd just like some educated opinions. I've recently moved back to Louisiana after being gone for the past 9-10 years. My wife and I have been back down for a month and I have never seen so much garbage and dead animals (mostly dogs) on the side of the roads in any of the other states I've lived in. She keeps saying things about it and it's become a little embarrassing. I love(d) Louisiana growing up here, but do we seriously not have any anti-littering awareness or at least cleaning crews? Also, why the hell can't people keep their dogs locked up or inside so they don't get ran over?

I notice the trash on the side of the road, too. Can't say the same regarding dead animals, but I am pretty sure animals' lives are not valued as highly down there as in other places. That becomes obvious in a lot of ways. I just haven't noticed excessive carcasses.
Based on my experience living in a few states, I have to say it is a little embarrassing how trashy it is on the roadsides down there.
But I'm not going to say there are more trashy people down there. I think litter is just part of the culture, unfortunately.

just like with almost every issue you can observe in LA, the answer is easy: we have a lot of trashy people
they frick up our education system, our criminal justice system, our hospital system, our roads, etc
