I heard a guy parked his car on top of the Horace Wilkinson bridge (new bridge), got out and jumped. Don't know it that is what the OP is talking about, but it's fricked up on the interstate in Baton Rouge currently.LINK

This looks the be east of the new bridge. Probably a wreck. Don't think it was the jumper. That was an hour and a half ago. There was fire engines and ambulances trying to get eb around the lakes.

Looking at on-line traffic, that really looks like a clusterfrick. shows several wrecks on both eastbound and westbound. says to expect long delays.
