The down voters on my suggestion are likely the HVAC contractors that have been in business too long. Modern air handlers can be matched with different sized units. If yours is set for a 5ton when you have a 3 1/2 ton, it can cause this problem. It's easy to resolve. You change a couple switches on the air handler, and your problem is gone.
