Neighbor is doing some extensions to his backyard. I've been hearing saws and hammers since 7 this morning. Normally I wouldn't mind but I was planning on sleeping in a little today

Anything before 7 we are typically getting complaints from neighboring properties. Some municipalities have a certain time that you can't crank yard equipment.

Do it at 3am so the yard looks good for the morning commuters

If there is sunlight present it's time to work. My motto is sun's up blades down.

If the sun is up, work can happen.

Normal and acceptable times do not apply to holidays.
If there's a chance people are off work, be considerate and do the yard work later.

I would help you with keeping your grass cut as one of your neighbors by salting it.

Agree with this.
And no fricking weekends at 7 AM. If you wake me up on Saturday at 7 AM with your lawnmower I'm going to fricking hate you.

July 4th and Memorial days mandate an early start.
The rest aren't real holidays, especially today
