How do you fix the public school problem? (Not short)

My girlfriend is currently teaching 4th grade at a school that's .. How would you put it.. Not an attractive destination job.
90% of her day is spent trying to handle 3-5 kids while the rest of the class is for the most part behaved.
She can't discipline them. She can't send them to the principe because they have steps they have to go through (I'll get to that) before it gets to that "point". They are a total distraction for the entire class all day every day and nothing is done about it.
They have behavior interventionist that document and talk to the kids. But a kid has a multi step process before being punished. Give your teacher the middle finger? Write up..but they are back in class in 30 minutes after a heart warming talk from an interventionist.
ANYWAY.. How the hell did it get to this point? I know the family structure is completely terrible.. But how did it get the point where you have to give a 30 step presentation just I have a kid disciplined?

I remember when those kids got out of school 30 mins early so they wouldn't cause a disturbance with the other kids. They came from their own special class.

the intervention needs to be the business end of paddle with holes in it. second step in the process is GTFO and send them to work camp because they are going to jail anyway. cut out the middle man

My gf teaches kindy in Pcola and has the same situation.
Except, these kids are violent. Like, hitting other kids, throwing desks and chairs, trashing the room. And they are 5.
Parents aren't involved. Can't discipline them because they don't respond.Can only ask them to stop while she calls administration.
She has taught in ebr and Pcola for 5 years at "schedule 1 schools" (90%+ on free lunch). The stories she tells are awful. She's had her phone stolen twice this year (by 5 yr olds).
I am ensuring that she get a job at a better school next year.

Better parenting.
Throw all the money, punishment, or whatever else you want but it isn't going to fix bad parenting.

that is what I figured. actually their parents should be put in jail eventually if the behavior continues. if they aren't already in jail.

I'm 25 and our parents had to sign something if they DIDNT want their kids paddled

Yep. I also remember one time my principal called my dad to get his permission to paddle me. My dad told him "I'll be there in 10 minutes".
He showed up, took his belt off, and whipped my arse right there in the principal's office.

Graduates in December. This half year was her first
She's moving to Pre K starting next year. Hopefully that's better for her.

Not like this at my kids schools, they get written up and detention for wearing shorts that aren't as long as their fingertips with their arms at their sides.
Simple answer is parent involvement. If parents take care of the discipline, then the teachers don't have to. If parents complain and raise hell every time their kids get in trouble, then the kids learn there are no consequences for bad behavior. Instead of learning that actions have consequences as a kid when the consequences aren't bad, they grow up and figure it out when the consequences are much more severe.
