You don't get "selected" you just start a game and invite teams/conferences to come play.

Back in the day you just built a stadium, raised some prize money and invited two teams. You could have started the Goldfinger bowl if you had a stadium.

I've been to Shreveport 2 or 3 times and each time it was equally as shitty as the time before. But look at other cities that host bowl games.
Boca Raton, Fl
Mobile, Al
Bahamas
There are other "Shreveport like cities" that host bowl games. I am not exactly sure how it works, but I am sure these cities lobby to get bowl games. They are not major cities, but they are big enough to support hosting a bowl game and can really benefit from doing so.

With the number of bowl games they currently have, is it obvious that anyone that wants one will get one.

They really don't lobby anyone. It's not run by the NCAA or anyone else. If you can find a venue, raise enough money with sponsors, get a tv contract...you got yourself a bowl game.

At least the Music City Bowl is in a destination city at a stadium within safe walking distance from downtown.

The answers are: ESPN had open time slots for their schedule so they were willing to broadcast anything remotely resembling a sporting event for the ad revenue opportunities. So they agreed to cover such intensity as East Outer Podunk 2,967th ranked University vs. Inner Western Outer Suburban Enrollment of About 300 College of the Islands.
And for the 2nd question: Shreveport was never, and will never be, a nice city. Landfills are about the same degree of "niceness" as Shreveport.

I gotcha. Are all bowl games non-profit? I know the Sugar bowl, for example, is non profit, but is that how it starts?
