In LA, i believe the LHSAA penalizes you a year o fhigh school eligibility if you are held back after the 5th grade. Not 100% sure but i think i am right.
It used to be completely open. Then, as I recall, they had so many kids (miraculously almost all of them athletes) who were staying back in 8th grade because the eligibility started in 9th grade, that they moved it back to 8 grade. Well, then the athletes started staying back in 7th grade. So, I believe they moved it back again.
I'm not sure where it's at now (I thought 6th grade), but the idea was that it was harder to identify the "better" or more mature athletes so early.
At my school, they kept back 30 kids in 8th grade. And, for the most part, these kids were MUCH more physically mature at that age. Most were like 5-9 to 5-11 in 8th grade and were just more physically dominant. However, a funny thing happened -- the VAST majority of those kids didn't grow. And, by the time they were sophomores and juniors, the kids who didn't stay back caught up. I know this doesn't happen in every case, but it seemed to happen at my school way too often.
