Sorry about your friend. I actually just submitted a tip to crime stoppers about a suspicious car that was next to me at a light. It was maroon, front end damage, and windshield completely smashed in. I even took pics of the car, it drove straight to an auto glass place across the street from my office. I don't know if crime stoppers is effective, I have no idea but that's who the wafb article said to contact. Throw up your email address real quick if you want and I'll be glad to send the pics to you and give you more info. Again, sorry about your friend.
