Not always that easy. Lots of gas migration through cement not to mention pressure in the various casing annulus' from holes in casing/ parted casing etc.
There is many things on the drilling end though that could be done at a relatively low cost to make P&A/ intervention work cheaper & easier in the long run but the drilling side is not interested in doing them as they are only interested in sticking to that groups budget and that company will likely not be the owner at time of decommisioning.
You will see more of this as time goes on as all the "easy wells" have already been plugged and removed. What's left are the nightmares.
