I saw a cop shooting radar through his driver side mirror to get people behind him.

Is there construction in the area? Companies will sometimes use these to slow down traffic in work areas.

I think its a great thing. People slowing down should be the goal of cops and a "dummy" cop car accomplishes that pretty well.
Sadly, the real goal of most cops is to write tickets, not actually slow everyone down.

Baltimore cops do it with a big "cut out" placed near an underpass/overpass and the real cop is about 1/2 mile ahead waiting on people to speed up after passing the dupe
