Help Understanding Convoluted DMV Rules/Laws

I'm sending a car back to my parents in NY and I'm wondering what they'll have to do to register the vehicle and hopefully avoid the sales tax of a car purchased outside of NY...

I've tried to read the damn website and I couldn't figure out my arse from my elbow with all the "if this, then fill out A, B, and D. Otherwise Just fill out C and E, but make sure not to fill out F unless...."

Any help with experience in this area would be extremely helpful...

Can you do an act of donation from you to them so they won't have to pay the sales taxes on it?

Can you donate it? It's an Act of Donation form I believe.

Act of donation. Bring title to a notary. Notarize your signature on back of title, have them do an act of donation form and notarize your signature on that with 2 witnesses. Mail that to them. They complete their part on the title reassignment on back of title and on the act of donation.

Done.
