The "[ ]" when someone is quoting what someone said... What the heck is the purpose in those? What do they mean?

EXAMPLE:
“The rules are bent for [the offenses]. It’s illegal. What you do now on offense is illegal. It should never be a part of football, and I’m an offensive guy. When you can have linemen go 3 yards down the field and it is a pass, something is wrong with that. It gives false key reads, and guys are running the ball. It cost Alabama a national championship.”

Why do they feel the need to add these things sometimes when quoting what someone said?

It wasn't in the actual quote but is added for context.

They didn't say those words but the sentence quoted lacks the context to understand what was being said. In your example the person might have said "it" but to give you a full understanding they replaced it with what they meant.

I think it is usually filling in something they did not actually say or clarify what that person meant.

The one I like is [sic], after someone states something incorrectly.

It sometimes gives me a chuckle.

Give you context when the bracketed words were not part of the original quote.

The use of [ ] is so the editor can convey to the reader what the person being quoted actually meant.

For example.....

Original quote : "My girlfriend does not provide for my needs."

Edited quote: "My girlfriend does not provide for my needs [because she does not let me PIIHB]."

It seems suspect that he [RegisteredPharamcist] could obtain a high level degree without knowing something most high school juniors know.

I know a dude who had like a 30 something on his ACT, graduated with a doctorate, super "smart" etc. and that dude misspells and uses incorrect grammar on his FB statuses so much that it ain't funny. Very puzzling.

I'm always slightly unnerved when my psychiatrist (this guy has an MD) has trouble remembering various body parts.

[] should only be used around the words "on" and "off"!
