Sounds like the shopped independent contractors and did not get a quote they liked. Decided it would save the city money to use its own staff and resources.
They handled it correctly and saved money. Not sure I see the issue. The statue was coming down regardless.

Do I believe that people that are not residents of New Orleans are the loudest people crying foul on this whole statue ordeal? Yea I believe it and those who aren't from New Orleans never once came here solely to look at those statues, but now their feelings are hurt.
