Why would someone be trick or treating in a neighborhood they don't live in ?

Is this common

Yes it's common. Believe it or not, some people have family who don't live in a subdivision so they invite them over to join in trick or treat

People who pretend to be upset about this are the worst

Every Halloween undesirables will bus in their kids from bad neighborhoods and trick or treat in the better neighborhoods.

But with the flood this year a lot of neighborhoods can't really trick or treat so families were driving to other places. Which is understandable.

We took our kids trick or treating in my dad's neighborhood. We're staying with him while our home is being repaired. I thought it was pretty common knowledge though that people hit the good neighborhoods anyway.

Or...they want all the kids (cousins) to trick or treat together so they will all trick or treat in one of the family member's neighborhoods.

My sister-in-law's neighborhood is always very active for Halloween. One of her neighbors puts on a mini Haunted House for the kids and everything. So my nephew and his cousins all go trick or treating together in his neighborhood(even though his cousins live 15 minutes away in another neighborhood).
