Ignoring the racist intent...
The guy is walking down an alley that effectively leads nowhere.
The other guy walking around the other side of the van is wearing a coat, in July, and seems to have positioned himself in backpack boy's blind spot.
I don't remember a door right there, which might mean he was waiting in the tall grass next to the fence.
