Any idea why this keeps happening? I cannot get the pilot relit. The spark is happening on my hand and not where it should be.

sounds like some kind of grounding problem to me...I would not use it until you get it fixed.

your sparker does not have good contact with the case. You can clean the surface and see if you can get a better ground, or you can run a wire to ground it or you may have to replace it. If sparker doesn't work you may have to remove the panel and light it manually.
(I know newer ones make it very hard to do this. )
Try lighting it wearing a glove and seeing where the spark goes while pushing the igniter switch against the control.

Maybe the wire is bare right at the Button.Probably a quick fix.
I would think a wire runs from the Ignitor Button and the Pilot Assembly and plugs into something on each end.
My Family used to be in the Propane Business and we would fix stuff like that for Natural Gas Customers.
Heck, you might could get the part yourself.

Had one like this make sure is connected to the ground when trying to ignite. I was trying to light it with if just in my hand as I was bending down looking for a flame. Took a few good shocks to realize somethings wasn't right

Rubber dishwashing gloves will give you enough protection.

The knowledge that a gas heater igniter would actually do this is shocking.
