Right, but I'm trying to figure out why it matters that she wears her burka to the beach. Or why they made her strip down right there. Again, that's messed up.

I agree.

Those gendarmes didn't want to do that, they told her to either follow the dress code or leave.

SHE chose to take off her outerwear and finally comply with the regulations.

She could have left the beach and stayed dressed as she was.

She made the original problem.

Don't live there. I personally have no issue with her Burkini, but French cities have every right to make their own rules.
