Flood disaster aid question

A good friend of mine and co-worker's mother lost her home during the flood storm. It was a total loss. She said that her mother's roof was blown off of the home and that she did not have insurance. Her mom is in her late sixties and widowed. She lives in Maringouin and Iberville Parish was not listed as a disaster area for federal aid. She has tried filing with fema and with the Red Cross but they are telling her that there is nothing they can do because she is not in a disaster area. Does anyone know of any other resources she could look to for help? I know that her church, friends and family are helping the best they can. Thanks in advance.
