This sounds like he probably banged a teenager who was under the AoC. TN is 18 I believe while all of its neighbors are 16. If he banged a 16 or 17 year old I have no problem with that and calling it "child rape" is ridiculous.
If he banged an actual child on the other hand then lock him up.
