External Water Heater "Experts": Can I use this blue spigot?

To hook up a hose & sprinkler? If so, how? My water heater is taking up the only spigot on the back of my house; to water the back yard I either need to connect 3 hoses together from the front or figure out how to use this.
I'm scared of 1) scalding hot water shooting at me and 2) screwing up the heater.

First, you need to trim that cast iron and get it away from the heater and your house.
