Yep. My first job out of college equated butt in chair to hours worked. Forget that I watched entire seasons of TV shows on Netflix from my desk because there was legitimately nothing to be done.
They were the types to call you at 7:35 (had to be at work for 7:30) asking where you are.
I didn't know any better -- I'm still young. After I left there, I realized there are jobs that don't bother with such stupid shite as long as you pull your weight. Going out of your way to do things you're not required to do helps as well. All a balance

This is how any professional job should be. I understand that this may be an issue if you are managing uneducated folks, but any educated salaried employee should understand this.
I come and go as I please at work, but I'm also available by phone/email 24/7 and work 12 hour days when needed.

They should work at my office. We don't get off early before any holiday (including Christmas). Hell we have to stay here when the power's off.
The family and I are closing out a 10 hour drive today to see family for the holiday. We left at 11 today. I took a vacation day though. Having the opportunity to leave a bit early when you have to drive a long way is nice though. It helps alot.

If your company was worth a shite, the place would shut down at noon and managers would take their people out for lunch and drinks

OP should've offered to stay till closing time and lock up the shop himself.
That way, everyone gets what they want: the other people get the early time off they want, and the OP gets the full work day he wants.

My offices closed at noon today!
It happens. I got pissed about this on 12/29/95.
The Friday before New Years when LSU played Michigan State in the Indy Bowl. The year before, and most years I'd worked for the company, we had gotten off at noon, or at least by 2pm. I was expecting that.
For some reason someone in our corporate office called and told the GM not to let anyone go early. At 3 pm I went and told the GM of my situation. He told me to slip out without telling anyone he said it was OK.
I made the drive in time for kick off. I would have taken off if I'd known we weren't getting off early. We had a policy where you had to put in for vacation time two weeks ahead or you didn't get paid for the holiday. For the rest of my duration at that job, I always took off a day or a half day on a day I wanted to leave early.

Do they have any work left? Or are they just twiddling their thumbs?
One of mine would often do this, whether it be for appointments or scheduling conflicts as he called them. He seemed to do it less and less when I started scheduling him less hours, but it drove me up the fricking wall because he would be gone before I could even say anything sometimes.
