El Paso: Possible Cartel Billboard Threat

The dummy was found hanging this morning on Gateway East @ Zaragoza.
I personally think he is hanging himself because of the high gas prices.
Plata o plomo means “Silver or lead” in Spanish and is often thought to mean “Pay up or get shot.”

no it doesn't. the traditional meaning has been "those who do not take silver, take lead." meaning that those who do not accept bribes will be killed
