Driving with hazards

I'm pretty sure it's illegal but I notice Afrikan Americans drive with their hazards on when it rains. Is this cultural? I'm sure there are other races that do this but in my observation, it's overwhelmingly AA. What up with that?

plenty of people do it. i dont understand it. it makes it more dangerous on the road, especially at night.

Driving slow in the left lane on interstate gets under my skin. But nothing gets under my skin more than aholes speeding down the street in a residential neighborhood, to me, this is just stupid. All it takes is a kid to dart in front the car from behind a parked truck and your life is changed forever.
