Just my opinion. But I'm not talking about showing the dog the cut and them licking it. I'm talking about the dog noticing the cut on its own and trying to lick it. I believe there have been studies on dogs that can smell / sense cancer as well. Will google. Lots of dogs can even pick up on the mood of their owner as well (in my opinion.) Maybe you just encounter really stupid dogs.

Dogs have heightened senses of smell which let them know if a cut has a bacterial infection in it or not, even though your immune system, or soap and water will defend against a serious infection, dogs will act on instinct, and In the wild, the pack usually tries to keep each other healthy, and an infection can lead to certain death. So its mainly to ensure that you are healthy.
Also, there is a website called Google that can help you with random queries.
