Tops started out being need based. Seriously search for my post on poli board.

At some point the need part was removed. 2.5 is too low of a gap and 20 as an act score is nuts in my opinion. Entirely too low.

from what i remember one of the reasons was to keep smarter people in the state for college. when i went to college in 2000, tops had a higher requirement. it was an act score of 24 or so

One of my buddies got a 12 on the ACT and he still got TOPS

I graduated the same year. It was 20 back then which I am happy about. I scored a 20 and luckily received TOPS.

Almost positive that would qualify for TOPs tech. Good for a 2 yr degree or vocational training.

When I took the ACT in 7th grade I made a high enough score for the lowest level of TOPS... Theres no reason for someone with a sub 3.0/ 24 ACT to be recieving a stipend

Yep. I got it and I was a solid B student- nothing spectacular. If they bring it back, they will make it a lot more difficult to get it: guaranteed.

Without TOPS every top student will flock out of state. Many (more) will go to Bama. LSU is notorious for giving nothing to in-state students.

Bama offered me a full-ride, 4 years of room and board, a $1000+ stipend per semester, and a laptop. LSU offered me $500 a year. It was simply amazing that all of these other universities were willing to do whatever it took to get me there, and LSU pretty much said take it or leave it.

I swear most people act like we live in an economically dominant state lol. Most kids in Louisiana good respectable kids could not afford college without TOPS why is this so hard to understand.

There are different levels of TOPS, what you listed only gets you a percentage of tuition. One has to do much better o get full tuition paid. It nothing for room and meals

He still has to find a school that will accept him. TOPS doesn't guarantee admission to any school.

While I agree with you, I also think the odds of this particular student scoring high enough on the ACT are slim.

Edit: I'm just basing this opinion on students I've known in the past. I was shocked by some of our "top students" making an 18 on ACT. This was at a B ranked school too. Sad.
