He was of course thinking ahead, to when multiple powers had the bomb. And he was right, with the operative word being "war". (ETA: To be clear, he ultimately was a big proponent of dropping them on Japan, with no warning.)

I think it's funny that people think that countries will act rationally when if you look at history many wars have been started for irrational reasons
