There are different ways that I have observed this. I used to work with this woman that would constantly use this really fake nervous laugh as filler. It annoyed the shite out of me for some reason.

It's a nervous laugh. My uncle does that. Becomes a habit and it's really hard to stop

i can't hate on people that are always laughing but i will not laugh at a bad joke...i like to give the wtf look instead

Dude at my gym. Loudest laugh in the history of mankind. I can be taking a dump in the confines of the men's room and hear him laugh at the front door and he laughs at the dumbest things.
